The Government of National Accord, the U.N.-backed organization, is finding it challenging to carry out its authority throughout Libya and especially in the far east, which is overrun with a rival parliament.
The GNA was created by Prime Minister Fayez al-Sarraj.
The group has been accused of backtracking and failing to make definitive statements.
Much of the disagreement between the parties has come from an article from a 2015 agreement in which the GNA was granted the authority to name the head of the armed forces.
Several talks were held in early October with the purpose of bringing mutual understanding and agreement.
