National Oil Corporation issued the following announcement on Oct. 5.
Alexander Novak, Minister of Energy of the Russian Federation, today expressed his full support of the National Oil Corporation (NOC) during a meeting with NOC Chairman Eng. Mustafa Sanalla, including the backing of NOC's calls for respect of the rule of law and transparency in Libya. The two parties, meeting in Moscow on the sidelines of the Russian Energy Week conference, discussed the significant role of Russian companies in the Libyan oil and gas sector and trading deals that have thus far exceeded 10 billion USD. They also explored new ways to encourage further cooperation between the two countries, especially in the field of heavy oil extraction - one in which Russian companies have significant experience. Mr Novak assured NOC chairman Sanalla that the Russian government will investigate and obstruct any attempts by Russian companies to complete illicit deals with parallel institutions, and those deemed illegal in accordance with UN Security Council resolutions. Mr Sanalla thanked the minister for his invitation to Russia Energy Week and for the broad support expressed by the Russian government during this challenging time for Libya. The meeting was also attended by Mr Roman Marshavin, General Manager of International Cooperation at the Russian Ministry of Energy, Mr Fassili, Deputy Manager of the International Cooperation Department at the Russian Ministry of Energy, Mr Dimitri Kapnik, Assistant to the Russian Energy Minister, and by NOC board member Eng. Abulgasem Shengheer.
